Foreign policy change under authoritarian leaders: analysis of uzbekistan’s foreign policy in the post-cold war era

The growing study of foreign policy change offers various explanations of change and continuity in foreign policy. By focusing on the actors of foreign policy decision-making, past scholarship has mainly concentrated on the role of institutional and noninstitutional factors in foreign policy change. However, decentralized decision-making is more relevant to democratic regimes than authoritarian regimes. Despite the abundance of case studies on foreign policy making in nondemocracies, advancements in the conceptual understanding of foreign policy change in authoritarian regimes are still needed. Addressing Uzbekistan’s foreign policy, this article proposes an advanced framework to explain why and how foreign policy change takes place under authoritarian leaders. A leader’s perception of the external environment is argued to be a decisive factor inducing authoritarian leaders to (re)consider their regime survival strategy. Concern with regime survival, in turn, shapes foreign policy goals which are manifested in distinctive foreign policy behavior of a leader. Ultimately, the behavior of a leader translates into certain foreign policy outcomes.

Marine peptides in lymphoma: surgery at molecular level for therapeutic understanding

Lymphoma, the most common form of blood cancer, affects primarily the intricate network of tissues and organs known as the lymphatic system. Globally, it ranks among the leading causes of cancer-related deaths. Although conventional therapies have led to significant advancements, they are accompanied by adverse side effects and present challenges in cases of multidrug resistance, refractory patients, and relapses. This highlights a pressing need for innovative treatment approaches. Extensive research on the anti-lymphoma properties of natural compounds has particularly focused on marine organisms as valuable sources for potential medicinal agents. Among these, anticancer peptides have garnered attention due to their multiple beneficial effects against cancer, coupled with reduced toxicity to normal cells. This review focuses on the molecular mechanisms underlying the anti-lymphoma effects of marine peptides, examining the diverse pathways through which these peptides impact physiological processes. Key effects include modulation of cell viability, induction of apoptosis, cell cycle arrest, antimitotic activity, immunotherapeutic properties, disruption of mitochondrial function and induction of oxidative stress, cancer cell membrane destruction, and interference with microtubule stability. The review also highlights the antibody–drug conjugates (ADCs) derived from marine peptides and their synergistic effects with other anti-lymphoma medications. This knowledge should inspire future study and development of these prospective therapeutic modalities and hasten the investigation and creation of novel lymphoma remedies derived from marine sources.

A neuropharmacological profile of lycium schweinfurthii (solanaceae) methanolic extract in mice

Lycium schweinfurthii is a shrub belonging to the Solanaceae family which widely grows in North Africa and Mediterranean regions. The plant leaves have traditionally been used for gastrointestinal diseases as peptic ulcer in Libya. This study aimed to investigate the effect of Lycium schweinfurthii extract on the central nervous system in mice including anticonvulsant, antidepressant and muscle relaxant activities. The methanolic extract was prepared by fractionation technique. Albino male mice weighing 22 ± 2.0 gm were used and equally divided into equal number and weight for each experiment (n = 6). The best effective pharmacologically dose of 400 mg/kg, i.p. of the methanolic extract was selected to explore the anticonvulsant activity for picrotoxin-induced convulsion in mice (5.0 mg/kg), antidepressant activity of forced swimming test of depression and muscle relaxant action by motor coordination test of hanging wire. Fluoxetine (10.0 mg/kg), imipramine (15.0 mg/kg) and diazepam (5.0 mg/kg) were used as reference compounds. Lycium schweinfurthii extract exhibited a significant prolonged delay in the onset time of induced convulsion and significant decrease in the frequency of convulsion as well as a significant decrease in the duration time of attacks. Pretreatment with flumazenil (2.0 mg/kg) was found to increase the frequency and duration of convulsions without profound change in the onset time produced by Lycium schweinfurthii. For antidepressant activity, the plant leave extract significantly decreased immobility time duration without a muscle relaxant effect. The results suggest that the methanolic extract of Lycium schweinfurthii leave has anticonvulsant and antidepressant-like activities without any muscle relaxant effect in mice. Thus, Lycium schweinfurthii may have a neuropharmacological potential use in human.

Comparative analysis of boiler efficiency between commercial sawdust briquettes and biomass briquettes

During this research work, a theoretical study was done to compare the boiler efficiency by using two different fuels, i.e. commercial sawdust briquette and biomass briquette prepared using 850 μ coconut leaves, with sawdust as the binder. For preparing the biomass briquettes to leave of coconut were gathered, dried, milled, and sieved and sizes of 850μ were selected. The sized coconut leaves were then mixed in the company of sawdust that worked as a binder in 1:2 ratios, and compressed by means of a piston-type briquette machine, which was fabricated for the same. Ultimate and proximate analyses were carried out on the biomass briquette to determine their various compositions. Results from analysis were used to calculate the boiler efficiency by the indirect method using Indian Standard Boiler Efficiency IS 8753. Results from the analysis showed that boiler efficiency by indirect method for commercial sawdust briquette is 68.80% and boiler efficiency by indirect method for coconut leaves of 850μ, with sawdust as a binder is 61.17%. The reason for higher boiler efficiency for commercial sawdust briquette is due to its higher calorific value (4451.37KCal/gm) when compared to that coconut leaves briquette made from 850μ size with sawdust as a binder (3672.45KCal/gm). From proximate and ultimate analysis, the results showed a reduction in ash content percentage, moisture content, and rise in volatile matter percentage, when the comparison was along with the marketable sawdust briquette, which is of considerable significance. Additional properties akin to the percentage of hydrogen, fixed carbon, sulfur, nitrogen, and oxygen were roughly the same as that of the commercially available sawdust briquettes. After calculating the boiler efficiency of the two biomass briquettes, coconut leaves with sawdust as binder exhibited the most optimistic trait and as it is more easily and readily available, thus making it more economically viable.

A challenging presentation of pyrexia and macroscopic hematuria in a kidney transplant patient

Kidney transplant kidney transplant ( KTx) recipients have increased susceptibility to a spectrum of infections including; bacterial, viral, and fungal pathogens. Many factors contribute to their infection potential risk, in terms of their immunosuppressive state, that result in suppression of their B‑and T‑lymphocyte repertoire, also to consider certain donor and recipient‑related factors, that make them at risk of specific type of infectious complications. In addition kidney transplant patients tolerate poorly infections, which may adversely affect their graft function, by inducing glomerular injury, hence early diagnosis, directed therapy, and careful dosing of antimicrobial agents is of paramount importance in reducing patient’s morbidity and mortality. We report a kidney transplant patient, who received her live related kidney graft 7 years earlier (in 2013), she has been with stable graft function in most of her follow up period, until she presented with pyrexia, dyspnea and fatigue associated with deterioration of her graft function.

Emerging technological tools and services to building world class paper less library information &management system [lims]

Library automation is just not a book inventory where hold, issue and receiving of books by using technological tools and services. Our applied research was found that most of the library administrative functionalities such as ‘Acquisition and Accessioning’, ‘auto Indexing & Classification’ and auto Cataloging (Books & Non books materials)’, inventory with real-time OPAC facilities and many more library science concepts are still missing constructs in Universities/College libraries across the country. In this modern era the concept of eLibrary is more popular because availability and accessibility of digitized content sharing through IT/ICT infrastructure is huge. During our research we found that cognizance of Library automation was completely ignored and focused on only talking and establishment of eLibrary. As we all know that “Physical Library” is not a substitute for “eLibrary”. In fact eLibrary is part of a Physical Library to share authenticated digitized content through IT/ICT infrastructure. After a decade of our applied research in the area of Library science, eventually we recorded a lot of findings based on our survey and discussion with senior researchers and Librarians. Our serious and consistent effort makes to succeeds in designing comprehensively effective and efficient operational strategies to build a “world class Library Automation and Paper less Library Management System” for Universities/College libraries. This paper emphasizes about the comprehensive real-time architecture and operational modules and their effectiveness to achieve the user’s satisfaction (flow of functionalities as per the exact need of the Library Management system). This dealt with how emerging technological tools and services are effectively integrated for designing new strategies in the area of library science includes various automation process and security concepts (using Barcode/RFID). Eventually, our dream comes true in building Use of Emerging Technological Tools and Services to building world class Paper less Library Information &Management System [LIMS]. presently deployed and use of this software product in more than 300 satisfied and client locations in INDIA, this product popularly named as “eLib” by AarGees Business Solution, Hubli, India. Though, our research is still on and continuing for further development to build “Global knowledge sharing Centre”.
